FDA Authorizes 11 Stronger ZYN Ultra Pouches: 9mg and 11mg Strengths Cleared

The strongest ZYN pouches sold in America now have the FDA's formal blessing. On August 21, the agency issued marketing granted orders for 11 ZYN Ultra products made by Swedish Match USA, Philip Morris International's U.S. affiliate — ten flavors at 9 milligrams of nicotine and one, Ultra Smooth, at 11 milligrams.

It's the first full authorization for the higher-strength Ultra line, and it brings the total number of FDA-authorized nicotine pouches to 43. This move reinforces the brand's dominant position in the rapidly expanding oral nicotine category.

What exactly was cleared

The ten 9mg authorizations cover Smooth, Cool Mint, Spearmint, Wintergreen, Peppermint, Citrus, Chill, Menthol, Deep Freeze, and Wintergreen Chill. Only Ultra Smooth cleared at 11mg so far; additional 11mg variants remain under FDA scientific review.

ZYN Ultra isn't brand new on shelves — PMI launched it commercially in June 2026 under the FDA's recent enforcement-discretion approach while the applications were still pending. What changed this week is the products' legal footing: they now hold full premarket authorization, the same status the original 3mg and 6mg ZYN lineup earned in January 2025, when it became the first nicotine pouch brand ever authorized through the FDA's premarket pathway. In its decision, the FDA said the products contain lower levels of most harmful constituents than other oral and tobacco products, and that they can reduce craving and withdrawal enough to help adults switch from more harmful products.

The pushback

Health groups were not delighted. The American Lung Association's Thomas Carr said the FDA is "rolling the dice" with the health of kids and young adults by authorizing 11 more flavored pouches, pointing to survey data showing roughly 70% of youth pouch users prefer ZYN and most gravitate to mint flavors. The 2025 National Youth Tobacco Survey put youth pouch use at 1.7% of middle and high schoolers — low compared with vaping's peak, but with more than one in six of those users dipping in daily. Critics also question whether the FDA's faster review track applies the scrutiny these products deserve.

What it means for pouch users

For adult shoppers, authorization matters in practical ways: authorized products have a stable legal status, so the 9mg and 11mg Ultra line is likely to stick around and spread to more retailers.
